Then it would get exciting. All that time in Leavenworth with DX rolls everyday to hang on to the soap in the shower.

I think they might actually just shoot you for popping your superior officer execution style in the office.

Good to know that other bit. . .I'd assume the telegraphing bit is akin to the HERO "Set for haymaker" sort of making a blatantly obvious attack?

I'm not familiar with HERO to comment.  You can find the exact rules in GURPS: Martil Arts, but it boils down to you getting +4 to your attack roll and they get +2 to their active defenses against that attack.  Frex, if I cock my fist back before driving it into your face, you know what's coming and can defend better.

Naturlaly, if you coldcock someone, they don't realize it's coming to defend against it in the first place.  So you might as well make a telegraphic attack.  Likewise, it's nice for cannon fodder, cuz they get a chance to actually hit despite their lousy skill scores, but the PCs are more likely to defend, so they look all cool and Jackie Chan and stuff.

That's essentially the HERO parallell. . .set attacks take 2 actions. . .you sort of wind up before unloading on someone, offering them a chance to counterstrike before it goes off, but if it does, it's quite nasty.

The more I learn, the more I like GURPS. . .still shocked I've never tried it before.

I can't compare to some around here on the gaming library, but I've tried most of the mid sized to big games. . .GURPS is top 10, and I never tried it.
