Krasnoyarsk
Krasnoyarsk is a terracompatible planet on the very fringe of the Confederation, 344 light-years from Earth.
Star System Physical Data
There are five solid planets and five gas giants. The star is a K2 type. There is one asteroid belt between the fourth and fifth planet (375-490 million km from the star). Krasnoyarsk is the third planet from its sun
Krasnoyarsk Physical Data
The planet orbits its star between 164,000,000km at aphelion and 158,000,000km at perihelion. It has a sidereal rotational period of 26 hrs 27minutes and a orbital period of 382 days. Gravity is 1.102 standard. There is a 1.9% axial tilt which gives Krasnoyarsk predictable summer and winter. Its distance from its cool orange star gives it a cool climate at the equator and a bitterly cold frozen climate at higher latitudes with extensive polar ice caps. The equatorial zone is habitable by humans with average (summer) temperatures of 12 to 24°C and average winter temperatures of -9 to -3°C.
There are two moons. The innermost, Aleksin, is airless, 1,300km in diameter with an orbital altitude of 275,000km, giving it a period of 15 days. It has been heavily cratered and possesses a grey-brown regolith. The outermost, Lipetsk, is 4,800km in diameter with an orbital altitude of 520,000km, giving it a period of thirty five days. It has an red iron-oxide regolith and a thin carbon dioxide atmosphere.
One fifth of Krasnoyarsk’s surface is land, and there are six continents, only one of which is inhabited (Vetluga) in the equatorial zone. Vetluga covers an area of 6.5 million km2, but currently only the northern peninsula of Temnikov has any habitation.
The Temnikov peninsula is a wedge shaped land mass almost 2000km long making up almost 1.78 million km2. The peninsula forms an expansive sheltered sound (the Gdov) between itself and the rest of the continent. Past glacial activity has given it a rugged coastline and deep river chanels. The capital city of Nolinsk (Population 125,000) is situated at the mouth of the Tomsk river in the Aprelevka bay. Planetary population is 9,500,000.
History
Krasnoyarsk was discovered in 2580 and opened for colonisation in 2586. After the scoutship which discovered it put the settlement rights up for sale, they were bought by a venture company which went on to form the Krasnoyarsk Development Company. The KDC attracted just enough funding to mount a biological survey. It didn’t take long for the survey team to discover a series of ancient stone structures (step pyramids, obelisks) and buildings, clearly the remains of some primitive civilisation. This discovery was a boon for the fledgling KDC, as getting a start up loan to colonise such a cold world would have been much more difficult had it not been for this incredibly valuable archaeological find. The survey was completed in 2583, clearing the biosphere for human colonisation. At this point the KDC was floated on the O’Neil Halo stock exchange, looking for full startup fund investment. Shares were optioned by the following companies:

10% Miconia industrial, in the O’Neil Halo
10% Forvoit Mining, registered on Avon
15% Sandering Civil Engineering, registered on New California
7% Nares industries, registered on New Hamburg
5% the Jovian Bank

4% Huey industrial, registered on Chi Heun in the Manchurian Combine
2% Arianespace, registered on Courcouronnes
8% Kochetkova Research Group registered on Valisk and Makaryev.
25% held by various trusts, investment companies, banks and individuals, with no holding exceeding 1%.
Krasnoyarsk is officially a Eurasian ethnic world, with Eastern orthodox Christianity being the main faith. Christian missions are granted land by the KDC governor. Although open to all people from within its ethnic streaming, potential colonists should be prepared for higher gravity (1.102g) and cold conditions. With so many stage one colony planes currently open for immigration, without the interest in uncovering the primitive civilisation and funding provided by the Kochetkova Research Group, it is unlikely the project would have gotten off the ground for several decades more (there are over 25 terra-compatible planets that have passed their biological clearance review by the Confederation Xenobiological Hazzard Assesment Board, and are waiting on colony startup funds from the owners of their settlement rights).
It is rare for a planet to be opened on a budget as small as that which is available to the KDC. However, it has achieved most of the criteria required for successful colonisation, though the standard of living for the population is lower than equivalent planets.
The KDC is responsible for law enforcement and civil administration until 2686, or when the population reaches 75,000,000, whichever comes first. Town councils (for towns with a population over 7,500) with the authority to pass local bylaws will be permitted from 2635 onwards; county councils after 26450 and state councils after 2670. Until then, towns and counties are run by company managers who are only obliged to ‘consult’ with any local bodies. Newly established villages (with small populations) are given a settlement supervisor by the KDC, who is responsible for upholding the law in his or her district as well as advising on agriculture and building construction. The KDC also employs marshals (inevitably combat boosted) to quell any major disturbance and track down groups of outlaws outside Nolinsk.
Economy
Krasnoyarsk is still early in its first development stage, and society is primitive. The majority of human immigrants to date have been people willing to farm or fish. One of the factors lending strength to the colony proposal was the presence of indigenous animals that could be domesticated easily and farmed for meat, a form of milk and a very insulating hair which is used to make clothes and fabrics. Larger animals are also used to pull wagons and plough fields. The KDC gives each immigrant (over 19 years old) 75 hectares, and children of settlers are also entitled to 75 hectares when they too reach the age of 19. Due to the extent of sheltered coastline inside the sound of Gdov, including large bays, fishing and aquaculture are also big industries for colonists. Instead of 75 hectares, colonists can opt to receive a reduced land allocation and a generous fishing licence. Because of the competition between colony worlds (in 2611 there are 39 of them accepting immigrants), the KDC decided to accept category three convicts (non-lethal) as involuntary transportees from Confederation planets (mostly from the overpopulated Earth).
Alien Ruins
A major focus on the planet is the research effort devoted to uncovering the mysteries of the alien ruins discovered by the initial survey team. This research effort is run exclusively by the Kochetkova Research Group (KRG). So far evidence of a primitive civilisation has been discovered, with stone buildings and monuments including step pyramids and obelisks. Ritually preserved remains of an alien race* have been found mostly (but not exclusively) in the Emekta river valley; as have evidence of basic metal and tool use. Oddly, no evidence of a character/ symbol set has yet been found on any of alien structures. KRG, being a major share holder in the planet's development company, maintains a well appointed facility in the capital of Nolinsk. KRC also has a large field base in the foothills of the Emetka valley, in close proximity to a high concentration of alien ruins.
*Preliminary findings show the alien race possessing an exoskeletal structure. Three primary body segments; the slightly ovoid “body” has 6 appendages with four joints. Sitting directly atop the body is a roughly conical “thorax’ (for lack of a better word). The thorax has three equally spaced appendages thought to be used for manipulation, having a hand analogue arrangement at the terminal end with several secondary manipulatory jointed projections (two which would be classed as opposable). The aliens have a large 'mushroom shaped' brain case with three to eight sensory buds, six well developed eyes and a hinged mouth arrangement containing rows of horny ridges. Individual remains of differing physical parameters have been discovered, leading to preliminary speculation that these different specimens may be examples of different castes or even sibling species.

Closeup of the Emetka base site.
A portion has been occluded for security reasons (The black area in the lower left hand corner).
The road to "Laketown" is the grey strip that heads to the top of the map, it follows the valley between the hills
The clearing can be seen at the right hand side of the map. The path is indicated by the red line. A large building or shed can be seen near the edge of the clearing.
Some pyramid structures can been seen on nearby hilltops along with things that may be obelisks or pillars.
The whole area is heavily wooded.
