The place for Dax's character ideas.
Start thinking of a concept and we can start coverting that into character attributes.

I want to play a
Speedster
, if this is the right terminology for those fast people.
Codename "Runaway"
Realname "Andrew Runaway" (unknown)
He is a young grown up (17-19 years old) and a real runaway.
Now I'm on thin ice, because I want an additional power:
He had learned to vibrate his body fast and therefore may pass through solid objects.
But let me first give you the background story:
He was born to a teenager with social and drug problems.
She broke into a lab with her boyfriend and consumed what she believed to be drugs -
while she was pregnant with him.
("Surprise !")
Of course the young relation didn't last and she got a new chance with another man, but her firstborn was in the way.
So he was treated badly even more compared to his half-sibling(s).
(At young age he decided to "dislike" sweets to be unpunishable - first penalisation: Take away candies.)
He decided to give no aim for any punishment and tried to be well-behaved, silent clean etc.
(but his parents found reasons. "Seek and ye shall find").
At last an unfair punishment made my character angry, he hurted his brother (not dramatically) and he ran away.
Tears in his eyes blurred his sight and he didn't recognoized how fast he moved. He even crossed states.
He stayed the night on the street, now a real runaway.
Learned to stay unnoticed he stayed unnoticed, didn't make noise, didn't make dirt, didn't leave trash.
Of course he stole food and his new developed ability was helpful.
Later he learned to make his body vibrate and that way to pass through doors and glas windows into stores
(only to get a warm sleeping place).
And in this stores he avoid to leaves traces, mostly he stayed near the doors (afraid of cameras !).
His discovery:
Andrew got very exited as he witnesses some Superheroes.
On an action rich day those had more than one places of concern and Andrew walked along.
One of the Heroes remembered Andrew from the other place, but thought she was mistaken.
But as she left to the third place of action with a loan from the
X-Men*
, a supersonic jet,
and Andrew was also there, she made contact.
Today:
He gave himself the name Runaway, but this doesn't mean that he is a coward and allways runs away.
Asked for his real name he gave Andrew Runaway, of course this is a joke:
He read about an actor who change his middle name away from Andrew to something with a "J" to avoid
being called "Michael A. Fox". Andrew did it with purpose the other way:
He is A. Runaway.
Ask for his home he answered truthfully Elm Street (Freddy Krueger: "In every town there is an Elm Street"),
he himself was puzzled that it look different and realised later that his home is in an unknown town.
General:
He doesn't play video games out of two reasons:
It is boring simple to win - the only problems are the also slow controls and
that the flickering of the screens are making his head ache after a while.
He only plays to impress persons.
The same goes with TV and movies - too much flickering.
But he loves to read, he can't turn the pages without ripping them at high speed,
therefore he is bond to the same speed as normal persons.
(OK, that the flickering is disturbing him, seems to make him also a fast reader,
maybe he is reading slow with purpose.)

Andrew stays away from to much personal contact, deep friendship.
He believes that such thing slowed him down until he is normal again.
He believes that he ran the fastest as he left his family behind, maybe several times around the Earth before stopping.
(This of course might not be true ...)

I'm sorry you have to make a character out of this "mess":
But you decide how fast he should got, build the character as you please.
The trespassing power is just fluff and might be killed, especially if someone other wants this kind of power,
if it is granted remember it might only be on a very low level.
It isn't necessary to be invisible due to the velocity ...
maybe fast enough to run over water, or even run up buildings ? (GM decision)
possible to use up character points: Speed Reader, Speed thinking (if such things exist)
Speed reading might be developed as a normal skill (if existent)

A notice on character stats:
Dexterity/Agility should be good (of course for a Speedster and the comment on Video games).
But Andrew should also have a high intelligence (or what ever it is called).

I hope he's ok and what you were looking for. He is restricted to melee attacks, but can muster many attacks inside his combat radius. With spinning as a defense, he is quite hard to hurt in hand to hand.
He doesn't have a ranged attack, but if you really wanted one, I could swap an existing power feat for the ability to throw projectiles at super velocity.

(surely unusual, but there isn't a fairy to fulfill wishes (in a kind of way there is

(and more surely I would regret this - No ! I just hide behind a massive object and will read something

The power:

surprised me - I never thought I could do that, bat away bullets ...
Question: Are all Superhero-Range-Attacks (like a flame from
The Human Torch
supposed to travel at near light speed - to fast for me to avoid easily ?)
Another question: What if I carry objects (like another character or a civilian away from danger),
how would slow me this down ? *
(The answer might be more important for you)
next question: What happen if I make a running jump ?
(excellent range but poor landing - very poor landing ...)
another one: Need I more food to operate ( it was that way in the TV-series
Flash
) ?
(I have the feeling there was another one to ask, will be asked when it reapears ... if it reappears ...)

For the deflect ability, you can use it to avoid projectiles only. Only energy based ranged attacks are either moving too fast (speed of light) to deflect or just naturally dangerous. So a flame blast will burn you, even if you can get your arm in the way.
As far as carrying people and things, its based off your strength, which in your case is 12. That means you can carry a light load (43lbs) with no penalty, a medium load (86lbs) means you only move at 2/3 pace and have reduced dodge bonus, a heavy load (130lbs) means you move also at 2/3 speed with more penalties to actions and a further reduced dodge bonus. Lifting your maximum load (260lbs) means you can only stagger a short distance (the rules say 5 feet, but I may increase this slightly due to your super speed).
Finally you can drag/push something 650lbs and move at normal speed, although whatever you're dragging at 10,000mph may not survive the trip.
Don't forget you can use
extra effort
to double your carrying capacity for a single turn. This would allow you to carry out a person.
Normally your jump distance is based off your strength with velocity having no influence. There is an optional rule in the masterminds manual that allows for increased jump distances (vertical only) for those with super speed. I see it as making sense. At your super speed you are travelling at around 33,000 feet per second, way faster than the fastest fired projectile, so it makes sense to be able to use that momentum to leap increased distances.
Since you don't actually have the leap power, you don't have the ability to land safely. Any increased leaping will need an acrobatics skill check not to fall on landing (and potentially hurting yourself). I would allow a jump at half your super speed rank(10/2=5). Jumping at rank 5 is a 50 times increase in distance, so thats 550 feet.
Note: You can also use
extra effort
or a
hero point
to allow you to super leap (vertical only) without the need for any checks as if you had the leaping power. This would allow you a jump of just over 4 miles.
On the subject of food: No you don't require more food to operate, that would be a drawback. You could take this drawback if you wanted, giving you some more character points. to spend. That sounds like "power loss", minor intensity (as its normally easy to find stuff to eat). How often you had to eat would determine how many points you got. The book recommends between 1 and 3 points.

Some adjustments to background to make Andrew a little more Team-player.
He is now a little bit older (around 22 years old).
He acknowledged that friendship and acquired property don't slow him down (at least not much).
He dropped an "A" out of his name (not his civilian name, from his Super-ID)
and calls himself now RUNWAY (alias Andrew Runaway).
And he starts reading books a little bit faster then normal, OK much faster ...

If you read a book (normally) in 40 hours, it would take Runway under a minute.
