He also rolls to look for insignia on the Synth or exo-suit guy to figure out who they work for, and to spot any covert threats, body language, or etc (Awareness)+(Perception/Sight):

Stealth is a success unless anyone can roll higher, no one is actively searching for you though.

Perception roll was a success, neither the Synth nor the Merc are trying to hide or aware of you and the darkness doesn't effect Salazar's vision so it was an easy roll.

You smell a lot of things... I will laugh if you try using olfactory senses in the tavern.

The best you can manage is to try and confuse them a little... the trouble is half the mercs there wont be smart enough to understand what you're saying and the other half wont care.

There are no legal documents pertaining to their security status and it's more than likely that the merc Giles' talking to doesn't know how to read or write anyway.
The silver badge is given to the security force by Sparks, although it can be stolen it's pretty much the only system of law they have there and it's such a small settlement that everybody knows who all the security personnel are.

At the moment they're just trying to take away anything that could be dangerous either in your hands or if one of the miners takes it off you, anything they take will be stored and given back to you when you leave or if you get Mr. Sparks' permission to carry them.

Sparks gave the mercs orders to keep things like drugs and weapons away from the miners because they get drunk and kill each other or get addicted to narcotics, either way they can't work a mine properly and Sparks loses profits.

Currently the mines don't need a great deal of explosives and what's used is only used as necessary, sometimes miners sneak in their own explosives and use them to meet their quota with less effort even though they aren't skilled with explosives and often get themselves or someone else killed either in the blast or by causing cave ins and collapses.
